International development priorities have recently shifted, with the
acceptance of the Millennium Development Goals, moves towards budget
support and away from projects and towards providing supportive
frameworks for the effective delivery of services through the
private sector. The range of interventions remains broad, from
intensely targeted pro-poor reform, through investment planning for
major new or rehabilitated infrastructure or utilities, to long term
support for better governance and improved social accountability.
Jacobs Consultancy is at the forefront of this work and provides
assistance throughout the process from initial feasibility through
detailed development of schemes and support for implementation. We
also provide services in monitoring effectiveness and compliance.
Our work has ranged from business planning for investment in
roads, railways, ports and airports including Mexico, Mozambique and
Vietnam; developing regional and sector support programmes for
donors including Ghana and Bangladesh; commercialisation and private
sector participation advice including Constantza port in Romania and
the successful full-scale privatisation of the national railways in
Estonia, the only example in Eastern Europe; developing innovative
financing mechanisms including a private sector participation
framework for infrastructure globally (IFC/PPIAF) and support for a
new approach to housing finance in India (DfID); capacity building
and change management including long-term support for the EU
programme in Central Asia, transport policy development in
Bangladesh and re-focusing of the EU’s civil aviation programme in
SE Asia and India.
