Paul is the director of the Central European office of
Jacobs Consultancy, which specializes
in transport planning, ITS economic analysis, and European funding.
The office also provides
environmental and water management consultancy (including waste and
fresh water management and flooding prevention as well as
environmental impact issues).
Paul is part of the Jacobs Consultancy senior
management team, with responsibility for developing business
opportunities in Central Europe. He has varied experience of
strategic transport and ITS planning/research, management of
externally funded programmes and consultancy in the area of European
Union structural funds. Although British, he has lived in Prague for
15 years and speaks fluent Czech and can communicate freely in
Slovakian.
In the last few years he has managed
innovative projects for example in the area of modelling, economic
justification and impact analysis of ITS investments such as a Czech
VMS travel information services and ATM schemes for the M80 in
Scotland and the M42 in the Midlands. Since 2006 he has led Jacobs
Consultancy as the chief consultant to the Czech Ministry of
Transport for evaluation methodology and approval of all
applications made for funds from the Czech Operational Transport
Programme. He also leads Jacobs management of Czech input to the
Euroregional TEN-T ITS development programme funded by the EU, is
coordinator of a European Study Group on European ITS solutions for
freight and logistics management and is an active member of the
European Evaluation Expert Group. In 2006 he led a team, which
developed the Czech National Transport Infrastructure Development
Plan. He is an experienced moderator and has organized and run a
number of local and international workshops with the aim of
developing mutli-disciplinary strategic materials utilizing the
know-how of renowned experts from various sectors or understanding
the user needs of practical stakeholders for various ITS
applications (e.g. for transport information systems)
Paul also heads up central European business
development efforts for example in the new areas (for the Czech
market) of PPPs and urban / HGV congestion charging.

Prior Experience:
Paul has worked as a technical/management consultant for more
than 16 years. Originally working in operational research in the UK
and then in transport planning with DHV in Prague. He has been with
Jacobs Consultancy (previously Babtie) in Prague for the last 8
years, building up a transport planning and transport economics team
and directing/managing a wide range of projects. He is now Director
of the Prague office.
