Stuart is a Director of Jacobs Consultancy and has been with the company for the past 18 years. He heads the team responsible for delivery of the Group’s transport planning and traffic engineering activities in Scotland, Northern Ireland and the North of England.  

During his career Stuart has played key roles in many aspects of transport planning and engineering. He has considerable experience in the evaluation of transport proposals for both the public and private sector, working on projects ranging from small Traffic Impact Assessments to sophisticated multi-modal modelling of large conurbations. He also has extensive experience in the evaluation of public transport proposals and provision of strategic advice to clients.  

Stuart is currently project manager on the Strategic Transport Projects Review (STPR) for Transport Scotland.  This two year commission, reporting in summer 2008, will make recommendations on a portfolio of land-based transport investments to be delivered between 2012 and 2022.  Previous to this, Stuart led the Jacobs team providing support on the delivery of transport schemes identified in the Local Transport Strategy and New Transport Initiative for the City of Edinburgh Council. This project involved the preparation of substantial Public Transport Fund Submission and management of the implementation of various public transport interventions.  

He was project manager for the Straiton Area Transportation Study which in investigated various measures to improve public transportation provision and manage demand trips by private car. Stuart was also involved in developing a public transport strategy for the A92/A930 corridor between Dundee and Arbroath. This included investigating car use reduction measures such as park and ride, bus priority and quality partnerships.

Stuart has also played a major role in providing training and professional development opportunities for his team.  He was a member of Jacobs ‘Culture Change’ Steering Group, an initiative aimed at providing a quality environment for all staff.  Stuart is currently responsible for the staff training programmes within Jacobs Consultancy.
