Stephen is Managing Director of the UK Transport Practice
of Jacobs Consultancy. During his 20 years of experience in transport
planning, Stephen has been the Project Director on a number
of large multi-modal studies,
in London, Newcastle, Glasgow, York, Milan, Messina, Hong Kong and
China.
Stephen has led a number of toll road studies. He is currently
providing the traffic and revenue advice to bidders on projects in
the USA. He is also currently advising the Mexican Government on
their toll road programme. Previously, he led toll road projects in
Europe and Asia.
Stephen has managed public transport studies, acting for
promoters and potential concessionaires. Acting for the promoter, he
undertook a wide range of forecasts in the UK and Asia. Acting
for potential concessionaires, he was responsible for the patronage
and revenue forecasts for the Nottingham LRT, the Cardiff Bay schemes
and Manchester Metrolink Phase 3.
Stephen also has considerable experience in modelling the effects
of congestion charging, notably in Hong Kong. He was
also Project Manager of the Bristol Road User Charging (RUC) and LRT Study. He has also provided advice on congestion charging to
TfL.

Prior Experience:
After graduating in 1985, Stephen worked for MVA for 8 years
in their UK and Hong Kong offices. In 1994 he joined TecnEcon. On winning the Hong
Kong ERP study in 1997, Stephen relocated to Hong Kong. Then he joined Atkins China as head of
their transport planning team in Hong Kong. Stephen relocated
to London in 2000 and headed the Atkins transport
planning team in London. Stephen joined Jacobs Consultancy in
October 2001.
