Robert is part of
the Jacobs Consultancy senior management team, with particular
responsibility for the client advisory sector within the Enterprise
Services business stream. He has very varied experience of the
delivery of major multi-disciplinary projects, from initial scope
identification through procurement to implementation.
Coming from a
transportation background, he has particular expertise in the
procurement of large highway projects using a number of procurement
routes including Design & Build and DBFO.
He is currently
Project Director and lead advisor for the £200m M80 Stepps to Haggs
DBFO Contract, responsible directly for technical advice in addition
to the overall delivery of legal and financial inputs to Transport
Scotland. This is the first roads project in the UK to adopt the new
Competitive Dialogue procurement process and the Invitation to
Participate documents were drafted in accordance with SoPC4.
Robert is also
offering procurement advice to Transport Scotland for the Forth
Replacement Crossing and the Strategic Transport Projects Review,
where he has a wider remit to ensure programme delivery. He has
recently become involved in the procurement of the £300m Aberdeen
Western Peripheral Route, which will be delivered using the new Non
Profit Distributing Model, the Scottish Government’s wholly debt
based PPP model.
He has acted as
facilitator at a number of value and risk workshops and has
presented evidence at and managed several public local inquiries. Previously he worked
in Dublin, setting up and heading a joint venture office. He played
a key role in expanding the Jacobs Babtie scheme portfolio from one
project in 1999 to some 20 trunk road schemes by 2004 and had
responsibility for all highways work in Ireland including elements of the
National Roads Authority PPP programme.
