Philip's 20 years of experience in consultancy include
transport modelling, policy advice and financial and economic
evaluation of transport infrastructure. Over the last 10 years he
has undertaken infrastructure projects that involved private sector
investment. He has worked for promoters, bidders and funders on PPP
and traditionally procured projects in the Americas, Europe and
Asia. He has acted as a specialist advisor to the World Bank and the EBRD, and provided expert evidence to the UK Parliament and at UK
public inquiries.
Major public transport schemes assessed include new urban rail,
metro and tram systems in London, Barcelona, Dublin, Lisbon, Paris
and Santiago de Chile. He has also appraised numerous proposed rapid
transit schemes in the UK and has undertaken post-opening reviews of
the West Midlands Metro Line 1, Croydon Tramlink and the DLR
Lewisham Extension. He also provided transport-planning advice to property developers
and undertaken many motorway service area and parking studies.

Prior Experience:
Phil started his career working for Transport Planning
Associates in London in 1985. He then joined WS Atkins
in 1987. Following this, he moved to TecnEcon Ltd in 1989.
During his 8 years at TecnEcon, Phil was appointed Director.
He later joined Steer Davies Gleave (SDG) in 1997, and again
becoming a Director. In 2007, he joined Jacobs Consultancy's
Transport Practice - Transport Planning team as a Director.
