Barry has specialised in the commercial evaluation and bid management
of light rail operating franchises for the last 8 of a 15 year career
in urban rail transit. His last role as a Business Development Manager
with Serco, the UK's largest light rail operator, provided a thorough
understanding of today's transport issues. He is experienced in
the management of multi-functional teams that are responsible for
legal, financial, operational, passenger services, engineering and
demand & yield issues.
Barry's key skills are in developing a "bottom-up" approach
to the operation and maintenance solutions both new-build and existing
systems. This also includes an awareness of what is required from
an operator as regards mobilising and commissioning a system before
commencement of revenue service. With regards to risk management,
Barry has led review groups in the assessment of the operational
and commercial risks that light rail projects face. His work has
involved substantial engagement within consortiums, where many operational
recommendations have led to revisions of the technical specification.
Experience has been gained in Ireland, Denmark, USA, Italy and Spain.

Prior Experience:
Before joining Serco Barry worked for London Underground Ltd and
Docklands Light Railway within the Operations directorates as an
Operations Project manager. He was responsible for managing the
operational functions required for major projects such as the Lewisham
extension on the DLR and the major signalling upgrade and station
construction at West India Quay.
